Garfield County has TENTATIVELY scheduled an OFFICIAL PUBLIC HEARING with the Planning Commission to review the Harvest Roaring Fork PUD/PROPOSED DEVELOPMENT APPLICATION. The Cattle Creek Confluence Coalition wants to ensure the community has clear, factual information — and a strong voice in the decisions ahead.

WHAT'S AT STAKE:
🚗 TRAFFIC & HIGHWAY 82 IMPACTS
Highway 82 already operates near failing levels of service.
Thousands of new daily vehicle trips — plus decades of heavy construction traffic — are not meaningfully addressed. Construction traffic alone will burden Highway 82, Cattle Creek Road, and Carbondale-area roads for years before any units are even occupied.
Increased congestion and delays directly impact fire, EMS, and law-enforcement response times. No analysis of wildfire evacuation capacity is included, despite Highway 82 being the primary evacuation route for the entire mid-valley.
🏘️ THE DEVELOPER'S PROPOSED VERSION OF HOUSING — NOT WHAT THE COMMUNITY NEEDS
The majority of units will be luxury or market-rate, which will add demand to local services and create the need for additional workforce. This in turn creates a need for additional workforce housing.
The developer frames the PUD as a workforce housing solution, but the proposal only commits to the required 10% of Mitigation Units required by Article 8. The other so called “affordable” units specifically state that they are not subject to price caps.
