Dear KMOHR Supporters:

We hope you've enjoyed your Summer. We've just heard from CDOT that they'll be presenting their draft final report on Cottonwood Pass next week! Here are some more late-Summer updates for you.

 

Cottonwood Pass

The Draft Concept Design report for Cottonwood Pass will be presented by CDOT on September 12th at 3:30-4:30 to the Eagle County BOCC and in the morning on September 18 (time TBD) to the Garfield County BOCC. Check the links above for agendas and any call-in information. 

The draft final report has been posted on the CDOT portal and is shared with the public. Concerns of nearby property owners include: speeding, preserving the character of the road and surrounding land; preservation of wildlife and the validity of selecting Catherine Store Rd as the designated route. Safety appears to be CDOT's main focus. 

 

There may be an opportunity for limited public comment.. However, the public is allowed to submit written comments on agenda items for the commissioners to consider during their working sessions. These comments must be submitted to eagleadmin@eaglecounty.us at least 24 hours before the working session.

 

If you plan to attend (Garfield) or to request an agenda item (Eagle), you can refresh your memory by visiting the CDOT Portal and/or our website.

 

Fencing with Wildlife in Mind

If you have barbed wire on your property that isn't being used for livestock, we are asking that you please safely remove that fencing. Neighbors are reporting fawns separated from mothers and injuries to our local deer population. Read Colorado Parks and Wildlife's Article on Fencing.

Twin Acres

We are watching for updates on water rights, AVLT response, and more. The hearing is set for November 14, 2023. Visit our website for status updates. Concerned volunteers are needed for this project. Contact keepmohrural@gmail.com for more information.

KMOHR - Cottonwood Pass. August 15th Property Owner's Meeting and August 16th Comment Deadline

Dear KMOHR Supporters:

August is the month -TIME IS RUNNING OUT- to get involved in the Cottonwood Pass Feasibility Study and have your voice heard! Please share this and spread the word.

August 15 from 2:30 – 4:30 PM – CDOT is holding a Property Owner/Resident Task Force (ITF) Meeting. The meeting will be held via videoconference (ZOOM) or by telephone (Get details on our website.) We encourage you to sign up to participate in the Property Owner/Residential Issue Task Force. To participate, please email dot_CottonwoodPassConceptDesign@state.co.us or use the comment form to note your interest in the Issue Task Force and you will be sent a login email with instructions.

This group will meet three times throughout the project to discuss residential needs and gather input to inform decision-making. The first meeting is being held NEXT WEEK on August 15, from 2:30 – 4:30 pm.

August 16 Comment Deadline -  Public meetings were held on July 19, 2022 (in Glenwood Springs) and July 20, 2022 (in Gypsum) to introduce the project. Submit a comment by August 16 via the online comment form to have your comments included in the Round 1 Public Meetings Summary.  There is no virtual “presentation meeting”. Instead CDOT has posted the meeting materials online for your review and comment, whether or not you attended the July meetings. You can access the meeting materials on the CDOT Site, and on our website.

Cottonwood Pass Homeowner/Resident's Meeting, August 15 & More!

CDOT is studying the feasibility and approach to making the route safer at specific sites, while not compromising key core values that the public feels is important. Now’s your chance to voice your concerns, hopes and preferences and convey what is most important to you. 

We are contacting you to update you on the following developments, and to encourage your involvement.

July Open Houses - There was a good turnout at the CDOT meetings July 19th and 20th regarding Cottonwood Pass. 

Next Step - Resident “Issue Task Force” (ITF) meeting - The next step is a resident “Issue Task Force” (ITF) meeting which will be held by video conference. CDOT invites anyone who might be interested in participating in this ITF to sign up using their comment form (there will be 2-3 meetings). The first meeting is August 15th, so if you were thinking about it or haven’t yet focused on this, now is the time. There is a limited window to provide input. We encourage you to take a look at our website and the CDOT website to learn more about this project. 

No Virtual Open House - For those who were not able to attend, there is no virtual meeting per se, just a virtual experience to view the same Boards that were in the hall on the CDOT website. Unfortunately,  they are not yet posted on CDOT's project portal. We hope they will be there soon. 

CDOT's Project Portal - General information is posted on the CDOT project portal. Watch the portal for updates from the public open houses.

Submit Comments - Please submit your comments too using the link/form on the portal.

Spread the word - Please spread the word amongst your neighbors – it’s important that everyone, who may be along or near the route who could be impacted, is aware of this. We may not be reaching everyone, so let your neighbors and HOAs (as applicable) know about this, in case they have not heard about it.

Remember to attend one or both of the upcoming in-person Public Open Houses about Cottonwood Pass

*There will be no remote access to these in-person meetings. A separate remote meeting will be scheduled on a different date. 

Here are key updates related to these open house meetings.

1) CDOT's new website is the public information portal for the Cottonwood Pass Feasibility Study. 

2) CDOT has provided a signup form. We urge you to join the mailing list or submit comments 

3) CDOT is mailing the attached postcard, in general, to properties within ½ mile on either side of the Cottonwood Pass corridor and along CR 113, CR 114, and CR 115, that have direct access to Cottonwood Pass. We encourage you to share this with your neighbors.

4) Rather than duplicating information provided by the CDOT website, KMOHR's website will now contain supplemental content and additional clarifying or contextual material about the Cottonwood Pass Feasibility Study. For example: project highlights & nuances, hot topics, insights, analysis, meeting information, relevant documents, and media links.

We are writing to urge you to participate in one or both of two separate in-person Public Open Houses about Cottonwood Pass, and to tell your neighbors!

We are writing to you to provide important updates on Cottonwood Pass and the White Cloud property.


Cottonwood Pass - CDOT will hold a PUBLIC MEETING in the NEAR FUTURE to gather information and concerns from residents and property owners concerning the proposed improvements.

 

The highly impactful Cottonwood Pass/Catherine Store improvements are now being studied by CDOT on behalf of Garfield and Eagle counties.  

 

A PUBLIC MEETING to gather information and concerns from residents and property owners concerning the proposed improvements will be held by CDOT in the near future, possibly as early as the third week in July.  The meeting will be advertised in local news media and we will keep you posted as to time and place. This will be an important opportunity to learn more about the proposed improvements, ask questions and have input.  Visit our website for more information.

 

White Cloud - A new additional lot is being proposed by the new owner that requires County approval. 

 

White Cloud and adjacent property (formerly Ascendigo parcel) is the property we fought so hard to protect from over development and commercial use in Spring 2021. 

 

An application will be filed soon that will be reviewed by Community Development and eventually posted once it is deemed complete. We will let you know when that happens. Then there will be a limited opportunity to send in public comment. This is the reason that we are alerting everyone now so that you have it on your radar.

CDOT Feasibility Study for Improving Cottonwood Pass Underway

Dear KMOHR Supporters:

On Tuesday, May 3, KMOHR attended the CDOT presentation to Garfield County BOCC to discuss possible improvements to Cottonwood Pass. 


The main takeaways were:


1. We specifically asked and were assured that the public will be involved in the process early on.


2. The goal of the CDOT partnership with Eagle and Garfield Counties was intended to make Cottonwood Pass more passable and safer for current usage. NOT to create an alternate route for I-70 with heavy commercial vehicles when the Canyon is shut down. 


3. The County would remain in control of the road, determining restrictions and usage.


4. Members of the public, including KMOHR, voiced a concern about the fact that when the Canyon is shut, Cottonwood Pass DOES become an alternate route for I-70 despite other intentions (as per #2. above). 


5. CDOT’s process will include studying the various areas that need improvement and what it would take to make those happen from a feasibility, financial and property ownership perspective and it will take time, not expected to be completed until end of year 2022 or shortly thereafter. 


KMOHR got involved immediately by attending this first County meeting as reported by the Aspen Times and Post Independent. We are advocating to ensure that constituent voices are heard.

Cottonwood Pass update: GARCO BOCC meeting is TUESDAY!!

The Garfield County Commissioners are hosting a work session about the Cottonwood Pass detour improvement project Tuesday morning, May 3rdTOMORROW!

 We are just getting up to speed on this, but it seems from the presentation planned for the meeting (posted at our website) that they may be further into planning this than expected and so far the public does not seem to have been involved. 


If you are interested and concerned you may want to come to the meeting or email us about your interest or concern. We will report back after the meeting with more information.
